The passage below is accompanied by 15 questions. Based on the passage, choose the best answer for each question.

Somalia has been dealing with an enormous humanitarian catastrophe, driven by the longest and most severe drought the country has experienced in at least 40 years. Five consecutive rainy seasons have failed, causing more than 8 million people – almost half of the country’s population – to experience acute food insecurity. More than 43,000 people are believed to have lost their lives, with half of the lives lost likely being children under five.

The damage the drought has caused is far-reaching. Many have had to leave their homes behind, with more than 1.3 million people being displaced due to the drought. Farmers have lost all their agricultural income, while pastoralists have lost more than 3 million livestock, impoverishing entire communities, and leaving them on the brink of famine. Some, like the pastoralists, may never be able to go back as their livelihoods have been irreversibly wiped out.

  2. Implementing comprehensive water management and reservoirs.
  3. Restructuring national debt for social programs.
  4. Mandating a shift to genetically modified crops.

Part D: CAT-Level Inference Questions (12-15)

Question 12

Which of the following statements, if false, would be most inconsistent with the author’s decision to specifically mention that “almost half of the country’s population” is affected by food insecurity?

  1. The author intends to emphasize the national scale and pervasive nature of the crisis.
  2. The author seeks to draw attention to the humanitarian situation as a potential threat to regional stability.
  3. The author wants to contrast the severity of this drought with previous, less widespread events.
  4. The author is implying the problem transcends localized environmental issues and affects the nation’s core social fabric.

Question 13

Which of the following statements, if false, would be most inconsistent with the author’s implication that the loss of agricultural income and livestock has “impoverishing entire communities” and leaving them “on the brink of famine”?

  1. The passage suggests that the loss of traditional livelihoods immediately exhausts communities’ stored wealth and coping mechanisms.
  2. The author implies that these communities had little economic diversity outside of farming and pastoralism.
  3. The passage indicates that the lack of food is directly correlated with a total lack of monetary means to purchase food.
  4. The author believes that the government or local aid organizations have provided adequate financial relief to these communities.

Question 14

Which of the following statements, if false, would be most inconsistent with the author’s emphasis that “half of the lives lost likely being children under five”?

  1. The author aims to highlight that the crisis is compounded by high vulnerability among the youngest segment of the population.
  2. The statement is used to underscore the long-term demographic damage and future societal cost of the drought.
  3. The author intends to strongly appeal to the reader’s sense of urgency and sympathy, prioritizing specific victims.
  4. The statement suggests that most of the adult population was able to safely migrate and find alternative resources.

Question 15

Which of the following statements, if false, would be most inconsistent with the author’s assertion that pastoralists “may never be able to go back as their livelihoods have been irreversibly wiped out”?

  1. The author suggests that the lost livestock represent a unique form of capital that is nearly impossible to quickly regenerate without external aid.
  2. The passage infers that the ecological damage to grazing lands is permanent, preventing the return of a viable pastoral life.
  3. The author implies that the entire support infrastructure and cultural knowledge surrounding pastoralism has been destroyed.
  4. The statement is primarily intended to explain why these displaced people are seeking permanent resettlement in urban areas.
